Sierra Kelley-Chung

Sierra Kelley-Chung is a Senior Government Affairs Representative at Apple, where she represents the company before House Democrats and advises internal stakeholders on U.S. policy developments. She brings a decade of experience across corporate, political, and policy roles in Washington, D.C., with deep expertise in legislative strategy, stakeholder engagement, and coalition building.

Prior to Apple, Sierra served as Deputy Chief of Staff to Congressman Steven Horsford during his chairmanship of the Congressional Black Caucus, where she managed his Capitol Hill office of 15 staff, oversaw campaign operations in Washington and Nevada, and served as the primary liaison to the CBC, the White House, federal agencies, and national stakeholders. She previously served as Senior Advisor to Congressman Anthony Brown, leading strategic outreach and stakeholder engagement during the drafting of the Bipartisan Infrastructure Law and securing key policy wins for Maryland. Earlier in her career, Sierra held fundraising and political organizing roles at the DCCC, America Votes, and Angerholzer Broz Consulting, developing a strong foundation in fundraising, Democratic politics and House leadership dynamics.

Sierra holds an Executive Certificate in Social Impact Strategy from the University of Pennsylvania and a B.A. in Minority Advocacy and Public Policy from the University of Maryland, College Park. She is a proud member of Delta Sigma Theta Sorority, Incorporate.
