APABA (Asian Pacific American Bar Association) and APAICS (the Asian Pacific American Institute for Congressional Studies) have partnered to host four panelists who will discuss their experiences on the Hill.

About Our Panelists

Rachit Choksi currently serves in the Biden Administration as Director for Oversight in the Office of the Secretary at the U.S. Department of Commerce. Prior to joining the Administration, he served as Senior Counsel to the U.S. Senate Permanent Subcommittee on Investigations (PSI), where he led investigations into a broad range of industries. Before that, Rachit served as the Oversight, Investigations & Nominations Counsel to the U.S. Senate Committee on Environment & Public Works, where his work extended over five cabinet level departments—including EPA, GSA, and the White House CEQ—and seven independent agencies and included nearly 20 nominations.

Esther Kahng currently serves as the Chief Counsel for the House Financial Services Committee. In this capacity, she serves as a top advisor to Chairwoman Maxine Waters on all matters under the Committee’s jurisdiction and directs the legislative operations of the Committee, including managing the committee’s hearing and markup schedule, and providing the overall legislative strategy for the Committee. Prior to serving in this role, she served as the Committee's Director of Housing and Insurance Policy where she directed the Committee's housing and insurance agenda, including its oversight, legislative, and policy proposals and positions. Prior to this appointment, Esther served as Senior Counsel on housing and insurance issues, using her expertise to guide the Committee's position on key issues, including flood insurance, Native American housing, GSE reform, and public housing. Esther's legislative work in these areas led to multiple bills and amendments passing the House, several of which were signed into law. A native of Los Angeles, CA, Esther received her bachelor’s degree in political science from the University of California, San Diego and her law degree from Georgetown University. She is currently a member of the Maryland Bar Association and an active member of the District of Columbia Bar Association.

Daniel K. Yim is Counsel for the House Committee on Oversight and Reform and works on the Committee's domestic policy team. He has several years of experience on Capitol Hill and has served as an advisor to multiple Members of Congress. Prior to coming to Washington, Daniel worked in private practice on civil litigation and class action cases. He is licensed in California, Pennsylvania, and Arkansas.

Candace Yu is a Principal at YouTube where she leads global consumer-facing social impact initiatives including content acquisition of social issue documentaries, content partnerships, and product feature development. She joined Google, YouTube's parent company, by way of its acquisition of cybersecurity start-up Impermium. She builds upon previous public service as a policy advisor in the Office of the Secretary of Defense at the Pentagon, an Obama appointee at the White House, and a legislative staffer at the United States Senate. Candace earned an undergraduate degree from Barnard College (Columbia University) and a graduate degree in public policy from Harvard Kennedy School.
