Jessica Lemos

APAICS Board Member

Jessica is an experienced government relations professional with a strong record of developing and implementing successful advocacy campaigns. 

As Director of Federal Government Affairs for Walmart, Jessica leads government affairs strategies and initiatives for Democratic outreach. In this role, she liaises with House Democratic leadership, and she develops and executes strategies to strengthen Walmart’s relationships with Congressional Democrats. She engages and partners with several House Caucuses, including the New Democrat Coalition, the Congressional Asian Pacific American Caucus, and the Congressional Hispanic Caucus.

Jessica also has demonstrated expertise in international trade policy. Before joining Walmart in 2018, she was Associate Director for Global Government Affairs at The Kraft Heinz Company, where she managed a portfolio of domestic and international policy issues, and served on the Department of Commerce’s International Trade Advisory Committee for Consumer Goods (ITAC 4).  Previously, she served as the Director of International Trade Policy at the National Association of Manufacturers. 

Jessica has superior knowledge of the legislative process, and federal policy and politics. Prior to joining the private sector, Jessica served as a Congressional staffer for several members of Congress, including Majority Leader Steny Hoyer, and her hometown representative, Congressman David Cicilline. During her time on Capitol Hill, she served in a range of roles, including Senior Policy Advisor and Legislative Director. Prior to moving to Washington, DC, Jessica was the Director of International Trade Development for the city of New Orleans.


A native of Rhode Island, Jessica completed her Bachelor of Arts at Tulane University with a major in political science and a minor in French. She earned her Master of Public Policy from American University. The daughter of immigrants, Jessica and her sister were the first in their family to attend college. 

She lives in Silver Spring, Maryland, with her husband Drew and their two sons.
