Gloria Chan, Esq.
President and CEO
Gloria Chan is currently the President and CEO of the Asian Pacific American Institute for Congressional Studies (APAICS). Before this post, Ms. Chan spent nearly five years working on Capitol Hill advocating on behalf of Asian American and Pacific Islander communities. Her last post on Capitol Hill was executive director of the Congressional Asian Pacific American Caucus (CAPAC), a caucus of 31 Members of Congress. In that position, Ms. Chan worked regularly with congressional leaders, as well as Asian American and Pacific Islander national and local leaders around the country. Prior to that, Ms. Chan served as legislative counsel to Rep. Michael Honda, and as CAPAC’s communications director. Her portfolio then included justice and commerce appropriations, census, voting, civil rights, and immigration. Ms. Chan came to Capitol Hill in 2006 as an APAICS Anheuser-Busch/Congressman Frank Horton Fellow.
Before moving to Washington DC, Ms. Chan clerked for US Magistrate Judge Theodore H. Katz in the Southern District of New York, and also was a judicial intern for New York State Supreme Court Justice Doris Ling-Cohan. In 1999, she founded Chinatown Youth Initiatives, a youth leadership nonprofit for high school students in New York City, the advisory council of which she currently chairs. She also served on the board of the Organization of Chinese Americans-NY Chapter.
Ms. Chan received her undergraduate degree from Swarthmore College and her law degree from Harvard Law School. She is a member of the New York State bar.

Laila Mohib
Program Director
Over the last decade, Laila has worked with elected officials, candidates, and organizations to develop skills in training, messaging, polling and outreach.
Most recently, Laila worked with the Communication Workers of America’s campaign supporting the proposed 39 billion dollar acquisition of T-Mobile USA by AT&T. Laila spent four years or two cycles with EMILY’s List, as the Political Coordinator for Campaign Services and Trainings, and as the Special Assistant to the Chief of Staff. She also worked in the legislative office of Congressman Jim Davis, the candidate recruitment department of Progressive Majority, with the Democratic National Committee’s Office of Independent Expenditures, and interned with the Public Affairs department of MTV and the White House Office of Women’s Initiatives and Outreach.
Laila received her undergraduate degree in Social Anthropology and Art History from Sarah Lawrence College. She has studied at the California College of Arts and Crafts and the Aegean Center for Fine Arts and has a Masters in Arts in Art History, Connoisseurship and the History of the Art Market from Christie’s Education.
Laila is a devoted fan of the Mets, the Jets and pie.
Helen M. Ruggiero
Administrator Finance and Development
Helen Ruggiero has over 20 years of experience in office administration and finance. In her current position, she is in charge of financial responsibility, fundraising, grant writing and event planning. She is also liaison for APAICS Board and Advisory Council.
Helen also served as Office Manager/Finance Manager for The Interface Group, Ltd. in Washington, DC, an executive recruiting firm that placed presidents, CEOs and vice presidents with Fortune 500 companies and non-profit organizations.
Previously, she was Office Manager for the North American Marketing Office of HD International, Inc. in New York City, a London based investment firm. Prior to her affiliation with HD International, Helen was Office Manager for Kortright Market Systems, Inc. in New York City and Assistant Controller/Office Manager at the Harvard Club of New York City.
Helen is a graduate of Katherine Gibbs School of Business.

Terrina Gogue
Program and Communications Associate
Terrina Gogue is passionate and committed to empowering Asian Pacific American communities across the country. In her current position, Ms. Gogue assists the organization with program planning and implementation, outreach and communications, fundraising and other tasks needed to fulfill the mission of APAICS. Previously, Ms. Gogue interned for the Congressional Asian Pacific American Caucus (CAPAC), both in the office of its current chair Rep. Judy Chu (CA-32), and in the office of its former chair, Rep. Michael Honda (CA-15).
Ms. Gogue earned her Bachelor of Science in Kinesiology from the University of Maryland’s School of Public Health where she studied the effects of the built-environment and an individual’s physical activity experience. While attending the University of Maryland, Ms. Gogue co-founded the Kinesiology Student Organization where university students organized community projects emphasizing the importance of physical activity, wellness and building professional relationships.
