Born in Taiwan, Chu immigrated with his family to the New York area at the age of seven. He went on to graduate with honors from Stuyvesant H.S., Yale College (magna cum laude, Distinction in the Major) and Harvard Business School (where he was selected as a Fellow in the Council for Opportunities in Graduate Management Education). After college, he worked as a Systems Analyst for the City of New York in 1977-78 as part of a team that rescued the City from its fiscal crisis. From that experience, he developed a lifelong interest in management, finance and public policy.

In 2001, Chu was elected to the Rye City Council, becoming the first Asian American in New York State to hold elected office. Chu is a NYS Peace Officer, a Rye City Auxiliary Police Officer and holds a black belt in kenpo karate.

Chu's favorite quote on government is from Thomas Paine:

We still find the greedy hand of government thrusting itself into every corner
and crevice of industry, and grasping the spoil of the multitude. Invention is
continually exercised to furnish new pretenses for revenues and taxation. It
watches prosperity as its prey and permits none to escape without tribute.

Chu lives in Rye, NY with his wife and three children. His other major interests include philosophy, classical guitar, the martial arts and basketball.
